The October 8 announcement is a refund announcement, not confirmation that PayPal payments have already arrived. The stated payment start date is October 27, 2026. The FTC tells recipients to accept a PayPal payment within 30 days.

Why the payments are being sent

In its October 8 release, the FTC says its March 2025 complaint alleged misleading claims about the amounts and timing of available cash advances. The agency also alleged hidden fees for faster advances and obstacles to canceling subscriptions.
